When considering theodicy, Solomon looks around again and "saw all the oppressions" (plural) that are done under the sun -- which is an emphasis on the prevailing and pervasive oppression and injustice. Solomon has helped us how to think in 3:16-22, and in 4:1-16 he helps how live in a society where injustice and oppression persists. How then should we live in a society where oppression and injustice persist?
